In October 2018 a new law was passed by the English government with regards to breeding puppies.

These are the main legislative changes being made:

  • A license will be required for anyone that breeds three litters or more than three litters in a 12 month period (a license is not required if proof can be provided that the puppies have not been sold).
  • A new star rating scheme is being introduced based on the welfare conditions and breeding practices which rewards high performing breeding establishments.
